[board] Article for Buzz newsletter

Jim:
I don't know what type of protocol we have around submitting entries for
our bi-monthly newsletter but I have put together the following.  Since it
include board actions taken relative to the budget, I thought it would be
appropriate for the other members to provide commentary or feedback on the
message.
