[board] We need to send a message to the membership

Voting for the election of a new president is supposed to be open from Aug
10th through Aug 17th.

Obviously, if Paul was the only nominee there is no need for a vote.

However, we still need to info our membership of what is going on since
this is what we posted in the Newsletter.
